Tom Smegal

Tom Smegal is a member of the Board of Directors of the Bay Area Water Supply and Conservation Agency.  Mr. Smegal was appointed to the board effective June 28, 2022 by the San Mateo County Board of Supervisors as an officer or employee of California Water Service Company (Cal Water).

Mr. Smegal joined California Water Service in 1997 and serves as its Vice President, CFO, and Treasurer.  Tom is a registered Civil Engineer with extensive experience in water utility cost analysis and rate design, financing, and public outreach.  His role at Cal Water includes 15 years of increasing responsibility in its rates and regulatory department, culminating in four years as Vice President, Regulatory Matters. In those roles, Mr. Smegal shepherded rate cases through the California Public Utilities Commission process, met frequently with the public, and negotiated settlements with advocacy groups.

As CFO since 2012, Mr. Smegal has overseen more than $700 million in first mortgage bond financing as well as over $400 million in stock offerings to finance Cal Water’s ongoing capital improvement programs. Mr. Smegal is also responsible for the Company’s investor relations program and quarterly financial reporting.

Mr. Smegal is a graduate of Stanford University.  He serves as a member of the Piedmont Council Boy Scouts of America Executive Board and is a member of the City of Piedmont Park Commission.
